Yes, you need a permit
Installing an EV charger means adding a dedicated circuit, and that requires an electrical permit and an inspection everywhere in the Triangle. This is not optional, and unpermitted electrical work can create problems when you sell or make a claim.
Who issues it depends on your town
The Triangle spans three counties and several towns with their own inspection departments. Raleigh, Cary, Apex, Morrisville, Holly Springs, Wake Forest and Garner each run their own process within Wake County. Durham goes through the City of Durham. Chapel Hill goes through Orange County and the town.
This is why a quote from someone who works mainly in one town can go wrong in another — the fees, forms and inspection lead times are not the same.
Who should pull it
Your electrician. If an installer asks you to pull the permit as the homeowner, that shifts liability onto you and often signals they are not licensed for the work. A licensed contractor pulls it in their name.

- Correct conductor gauge for the run length
- GFCI protection where required
- Disconnecting means where required
- Proper mounting height and physical protection
